Dear SRSG Coomarsaswamy,
I wish to express serious concern over the escalating use of force by Israeli Occupation Forces (IOF) which has committed a new war crime in the Gaza Strip resulting in the death of 2 Palestinian children.
On Friday, 29 September 2006, IOF deployed inside the Gaza Strip near Nahal Oz checkpoint, east of Gaza City, fired, without any justification, a surface-to-surface rocket at two children, Anwar Abdel Ghani Hamdan (16) and his brother Hammam (13), residents of the town of Jabalia, riding their bicycles near El-Shawwa Gas Station on Salah El-Deen Road west of Beit Lahia. The two children, suffered a direct hit, and their bodies were dismembered.
Since September 2005, 504 Palestinians, including 398 civilians (79%) have killed by IOF. The number of civilian victims includes 93 children (23%) and 14 women (3.5%).
I call on you to
* immediately establish a field office and Child Protection Advisors to ensure the protection of the rights and lives of Palestinian children according to the Convention of the Child and pertinent Security Council Resolutions.
To demand that Israeli authorities
* ensure that crimes against women and children are not committed under any circumstances and the violation of the rights of women and children will not be tolerated.
* create effective systems to ensure security personnel are held criminally accountable for human rights violations committed by them. The definition of those responsible should include those who may have given orders as well as those who carried out actions.
